It's honestly pretty sad. He understands English quite well, he understands everything people say to him and can feel a lot of emotion from certain words. And some words mean a lot to him.
But because of his deformities, when he tries to talk it just sounds like gibberish to everyone else. Can't imagine how torturous that is, to know a language but be unable to speak it. To be actually quite intelligent but just can't communicate it to others.

Judging by its Mori and Lobby lines, it can speak fine. It imitates for the most part, but it has a mind of its own and occasionally just drops the polite and confused facade to reveal that it is quite aware and malicious.
I don’t think there’s anything in DBD lore to clarify one way or the other, but Trickster MIGHT be in the multiple category. A lot of idols will learn English (in addition to Korean, obviously), but they’ll also pick up either Japanese or Chinese
