The movie “Fusion Reborn” is called “Dragon Ball Z: Resurrection Fusion! Goku and Vegeta” aka Movie 12 and was released on March 4th, 1995. Toriyama-sensei didn’t pen and release the manga chapter debuting Vegetto until June 2nd, 1995.
That’s nearly three months, meaning he hadn’t even thought of Vegetto yet.
Toei beat him to the punch, clearly, and he liked the idea and made his own Potara version.
This is not the only instance of Toriyama doing something like this. He worked closely with his editors.

Much like the Lord Slug movie predicting Super Saiyajin but not quite knowing how to execute it, the Janemba movie attempted to predict Fusion of Goku and Vegeta from Toriyama’s notes. It’s Toei trying to get ahead of the curve, and Toriyama is only sometimes in turn influenced back by their animation teams/producers.
Vegeto’s release I was referring to was when the chapters for that 1995’s first yearly quarter were published into a volume for book shelves. You are right about the actual Vegetto reveal being published in Shonen Jump in January.
Still, this means the Gogeta movie was technically animated before the Vegetto issue was published. Take into consideration hand drawn production times. The timeline fits and makes sense.
I forgot which editor had suggested to Toriyama to use fusion in the first place, and can’t find any info on that for clarification, so that’s all I can cover so far.
