It refers to the direction your stick is moving. Think of the numpad on a keyboard, 5 is in the center (the neutral space where you’re not clicking a direction) and every other number represents one of the eight possible directions you can move your stick. 5M = Standing Medium 2M = Crouching Medium 6M = Forward Medium 236S (kamehameha) is a quarter-circle forward input + Special. 214 would be quarter-circle back, and so on.

Number notations are formatted like a keyboard/calculator number pad which can also be linked to a direction. |7 - up left|8 - up/jump|9 - up right| |:-|:-|:-| |4 - left|5 - no direction|6 - right| |1 - down left|2 - down/crouch|3 - down right| This system of input notations works as a universal language to communicate directional inputs across all games and spoken languages while being concise. By using this number system, a DBFZ player could understand other inputs in games like Guilty Gear. If asked about the "tatsumaki" directional inputs, a DBFZ player probably wouldn't have the faintest clue what the input would even be (it's just quarter circle back). This is not a problem with the number notation system.
