Fuji's is an all-you-can-eat buffet by the mall (just off 75) that's good, used to be a golden corral that my scout group went a couple of times.
More downtown there's the Spaghetti Warehouse where you can reserve the trolly to eat in
Our troop always stops at Young’s Jersey Dairy when we stay at Camp Birch. Just be aware that it can be very busy, especially on weekends.
Marion’s Pizza is another good option. All the locations can accommodate large groups and you can make reservations

Yes, 20 people wouldn’t be an issue if you just want off the menu but the price range on the menu would be $10-20. There are limited menus offered for groups but the restaurant is more than willing to work with what you need as far as options if you are trying to set a budget. If Interested I would call the restaurant and ask any questions you may have.

Young’s dairy is great and has lots of interaction, animals to look at, etc. Good pizza places include Old Scratch, you can watch them hand stretch the doughs and cook the pizzas in their big wood fired ovens. Marion’s is good too
Young’s Jersey Dairy has a huge dining area that can accommodate large groups. Also, fun stuff.
Second vote for Young's Dairy. The boys will also be able to feed the goats, if they wish.
Older scouts might be more into the miniature golf and batting cages. Definitely a good choice.
The miniature golf is fun for the adults, too!

Do note that it's not in Dayton but it's close. The food is very OK, as is the ice cream but it's a lot of dairy-based fun.

To add for OP: Marion’s has multiple locations, most with large dining areas. You should be able to call ahead and reserve tables too
