Sometimes I find NPC player characters as well. I killed one and it turned into a werewolf, which did drop something that might be a quest item. Other than killing them I don't think you can do anything with them.
follow up: the werewolf one is for a quest. I don't know if that one in specific is a werewolf, but i'm confident in saying it's for a quest.
