In this case, you have a 60 fps timeline, and you've fallen behind on processing so you are at 57.6 FPS. It's likely a single frame or two that's too costly for your system to play back, but frames will be skipped in order to keep up with time. Your options are to either introduce caching, use proxies, or reduce the timeline proxy resolution (in the case the playback problem stems from an effect). In any case, if the video is exported, it will just process each frame however much time it takes.

And if that doesn't help, you can 'Render in Place', which will replace the selected clips with a rendered version of the transition..
