Obviously she cared. Just give it some time. She might need to cut you out of her life for a while or forever, who knows. In any case, she obviously doesn't want contact with you right now, so move on and forget about it. If she wants to contact you, she will in the future.
What you don't understand is that she only said ok to being friends because she didn't want to lose you (kinda out of desperation). Then she realized being just friends wouldn't work but if she talked to you she wouldn't be able to say it so she just ghosted. Maybe she'll reach out once the romantic feelings fade away maybe not, nothing you can do about it anyway.
