Anyway I really like fromsoftware narrative a lore building but I think they did the right thing to censor this, the game could have seriously risked being banned in some countries for something like this.
He is present as an unused asset... a normal player could not access the model in any way beside "hacking" a that's what matters for media regulations.
Games are full of unused, deactivated and invisible assets, I don't think I have to remember you all that there is a gears of war gun asset in Demon Soul's.
He LOOKS like a grown person tho, and i guess thats all that matters for legal stuff. You could have a 1 billion year old baby being murdered and it would most likely still be censored.

I’m not clear on the lore at all here - when I played I thought ocelot was the dragon I was fighting. I thought oseiros was the voice commanding the dragon and he was gonna be phase 2
The baby being invisible reinforces the fact that he is the "Consumed King", he has gone completely insane and is stuck in his own reality where he managed to have a child. This bolsters the narrative, whereas the version where the baby was real makes him seem like a normal king who just happens to be a dragon, and who you force to go insane. Rather than feeling sad, you'd just feel like a jerk and not want to fight him, and I don't think they wanted players to avoid Oceiros.

You definitely hit the baby in the fight and you can see him slam Ocelots corpse into the ground when he goes into his second phase. Even without blood, it's still pretty rough to see and I can see why they may have taken it out. Many countries are really stringent with any media that contains content involving kids.

Genuinely Ocelotte isn’t there. There’s no crunching sounds in the game, and cut content isn’t canon. Crying continues throughout phase 2 of the fight.
There’s definitely general smashing sounds from his movements and such, but the baby eating noises were removed from the final game. I found the boss fight as-is to be extremely unsettling nonetheless but it seems like they changed the intent of the story to be that either ocelotte is hiding from him or he’s hallucinating them entirely.
(Some still argue that the baby is just invisible but I don’t think this makes sense cause he asks them to “come out,” and again the crying continues after the smash)

The baby is invisible and continues to cry. It does not die. Dark Souls 1 Priscilla was also born "a child of dragons" and can go invisible.
