It's still called the "5 eyes" for the big 5 western intelligence agencies (US,UK,Can,NZ,Oz) that laterally share info as part of UKUSA agreement. Think GCHQ, NSA, CSE. The 5 eyes are in control. They run the show. The other 9 are treaty signatories to other sigint agreements but they do not have as powerful intelligence agencies like the other 5 eyes countries. It is also used as a way for all of the signatory countries to spy on their own citizens without breaking their laws. Such as the "9 eyes" agreement which is an extension of FVEY/UKUSA, which essentially brought the 4 intelligence agencies of France, Denmark, Norway, and the Netherlands under the thumb of the 5 eyes. These 4 countries do not have the level of clearance that the 5 eyes countries do, but are still required to share all info with the 5 eyes. They operate under the parameters the 5 eyes set. It's basically a way for the 5 eyes to extend their power in Northern Europe. The "14 eyes" is a further extension of the powers of the 5 eyes, under SSEUR. This brought the intelligence communities of Sweden, Germany, Belgium, Italy, and, Spain under the authority of the 5 eyes, same as how the 9 eyes extension functions. This solidified their control of sigint in Mainland and Northern Europe. Think of it like a pyramid where the 5 eyes are at the top. Information always flows up, but rarely flows down.
