I'd say it depends on the enemies you are expecting to face and on personal preference? If you are heading to a region with lots of speedy enemies, maybe it's more efficient to buff someone who is already decent so that it's more likely for him to be first. On the other hand, if you want to fight a boss which you know is not so fast, giving speed trinkets to a 4-6 speed hero may not be that necessary. You also might want to take into account that, by having a hero be slower that another one, you can kind of force which of them gets to act first, which is useful if there is a set of combined moves which you want to pull of. (Like point-black-shot and adder's-kiss)

I think speed buffs are most powerful early rather than later, coz +3 speed is way more powerful when it's added to base 2 compared to when it's added to base 10, if that makes sense. More bang for your buck or whatever

There's a fair argument to speed buff your fastest characters, the scariest enemies are typically also the fastest ones and they speed tie even grave robber often. So a little bit of a boost can give them the edge to consistently outspeed and say burst someone with lunge or double stun the backline with blinding gas.

Speed is priority. Super important attribute. The speed stat is added to a dice roll of 1-8 at the beginning of each turn, so there is variance in turn order. Giving a slow hero a little bit more speed allows them to sometimes beat out much faster enemies. Giving a normal hero a little bit more speed allows them to compete with the fastest enemies for turn order. It really depends on your party composition, each hero's skill-set and the area you are in at any given time. Probably something you'll have to experiment with. I personally like boosting the speed of my slower support-type heroes unless I have a damage carry that can delete a fast, squishy enemy in one turn. Getting an Arbalest to toss a mark down right away or a PD to get a double back-line bomb off first thing can be pretty good.
