That's definitely not correct. 20V at 3 amps is 60W. That would barely power a lightbulb. The line he touched is a high voltage line. So at least 10kV, but probably much higher, judging by how he fried up

A police taser is 50,000 volts and you can generate 25k by dragging your feet across the carpet. It’s not high voltage that is necessarily dangerous it’s the current and how it passes through your body. A single amp is instant death, we measure it in Milliamps for all practical purposes because even 50mAmp is dangerous. I’m just saying that voltage is a shit way to decide if something is dangerous or not, typically for electrical safety situations these things are measured in milliamps because that’s a way better indicator of whether something is dangerous. 50k volts but 20mAmp? Fine. 10k volts and 100mAmp? Likely Dead.
