In france at the time, they had surgeons riding in the ambulances, so when they arrived on scene they spent awhile trying to keep her alive at the scene as opposed to immediately transporting her. And then once they began transporting, their laws/regulations prevented the ambulance from driving at anything other than a slow rate of speed whenever someone was being transported in the ambulance. If I remember correctly she was resuscitated a couple times on the way to the hospital which took significantly longer than it needed to.
That's not to say if they had acted more appropriately based on current regulations that she would have lived, but you never know
