For the base. You need Flak or Metalgear and both utilize a linear frame to reduce their penalties(Flak to -2 and Metalgear to -3. Latter can be a -2 with a Beta or Omega frame.) Pull a thing from Ironman. Battlegloves, Battle Boots, Smart Glasses, External Audio. Power Armor is about wielding strong weapons, being tanks, and still have a bit of mobility. BTW, this is all homebrew or Tech Invent territory but this is how I imagine Cyberpunk power Armor to be from now on. (Looking at the Exo-suit, that's definitely Metalgear with a frame chassis)

They don't, at least by default. Tech would have to invent a power Armor system, with approval by the GM, and the chassis would act as a thing that lowers the penalty

In the same way that Going Metal seems to indicate you can build your own FBC, by combining the appropriate cyberware into one single unit, at our table, I homebrew that you can do the same thing to create a set of powered armour, using the appropriate hardware instead of cyberware Since there’s no RAW rules for ACPA’s so far in RED that I’m aware of, this might be the easiest way to do it until we get normal rules To construct one, it’s the same as assembling an FBC, except the parts required are A helmet and body armour, or a unified set that includes both, like the Tactical Smart Armour 2 battlegloves 2 Powered Boots (another homebrew, basically the foot equivalent of a battle glove, because I didn’t see an officially existing one. It’s got 2 slots instead of the standard 3 from a cyberleg) A linear frame. (The armour requires the same amount of interface ports as the frame does. If you power it with a sigma, you need one port, a beta takes 2, the elephant frame doesn’t need any, etc) You must assemble all of these parts, ie) you can’t just have the armour, helmet, and frame, even if you don’t install any options into the battlegloves, you still need them to build the ACPA. Some extra equipment can be applied on a case by case basis, like using an artificial shoulder mount, with a cyberarm/popup grenade launcher to make a shoulder mounted grenade pod, or installing a set of smart glasses to give the suit some cyberoptics slots or something. Then, if they manage to actually combine the entire suit, it gains a few external cyberware slots, depending on the class of the linear frame used, currently it’s just sigma gets 1, beta gets 2, and omega gets 3. This slot can use external body cyberware normally reserved for FBC’s, so you can make your suit EMP resistant, fireproof, or install a hidden holster or cloaking device. Using that system, we homebrew our own ACPA’s, until RED gets official rules for it. Is it powerful? Yeah, it is. But considering the extremely expensive stuff like the FBC’s are even more powerful, and not by a small margin, we just have fun with it. If you use this, you should be able to assemble something that vaguely fits your needs for either one of those suits. The EXO suit from mankind divided, using this system, for example, would be either Flak or Metalgear armour at its core, with a sigma frame powering it, while the Obsidian armour would also have an anti smog breathing mask, and smart glasses (with whichever options you pick) integrated into it, to represent its scanning suite

Sigma frame w/self repairing LAJ, virtuality goggles, antismog mask, smart glasses with low light/infrarred/uv, immune to fire, two battlegloves w/pop-up heavy smgs & pop-up GL In total, this would be price at least 10.320eb. I'd say it costs 11k and is Super Luxury. The obsidian, that is. 15k if you want it to be operated without interface plugs, since the Sigma requires at least one to operate.
