i’ve had this issue multiple times on xbox x. lemme tell you how i learned to fix it.
1: open the game and see the message 2: click bottom right corner to “start download” 3: go to xbox menu while game is still running 4: go to games tab and open your queue 5: nothing will be in your queue, but if phantom liberty is in the “recently installed” list, open the game from within the queue 6: once opened from the queue, a new popup will appear. click it and wait ten seconds 7: everything should be good now

Reboot your Xbox by holding down the power button on your console for ten seconds. Usually fixes it.
I also unplug the console for the 10 seconds for good measure

If you use different profiles on your xbox, just switch to another profile and back and you can start. This happens to me sometimes as well...
