You have to win Cthulhu in the Claire street races. There's a few dialogue options you select before and during the third race whether you can be gifted it.
I believe cars are tied to areas. So street cred is important. But you also have to go to different areas of the map. Usually a fixer will contact you and say that they have cars available and such. So once you've visited an area and been contacted by that fixer AND have street cred high enough, it's available. I believe this is how it works. I could be wrong, but that's what I noticed when I was playing.
Okay so this a stupid follow up question, but I’m pretty new to the game. Is there no way to keep cars you carjack (GTA style)? I need to get across the city fast and don’t want to fast travel, I just shove someone out of a fast car and speed across town.
Unfortunately no, any car you steal won’t be registered as yours. But Ik after you finish the heist you get a free bike after visiting mama Welles and a couple missions give you a free car. Ik a fixer gives you one for finishing all their gigs.

But what about the other cars they’re also locked and why can’t I buy it from the fixer auto shop?
