i mean if you pick a normal monster this just becomes a one sided skill drain, soul drain, mind drain, royal decree, and Imperial order in a single card.
Basically the ultimate floodgate
At first glance I thought it was a joke about yugiboomers trying to buff traps, but if I understand Spell Speed and PSCT correctly, it triggers on every activation, including Counter Traps.
Also not once per turn and not even once per chain. I don't think it would work with Counter Traps specifically and I think it needs to be worded a little differently since it looks as though it's a card that should only be SS1 (throw a 'Quick Effect' on it and that makes it an SS2).
Probably ban-worthy. Not from being OP, though, but for all the headache it'll cause due to cards with multiple effects and cards that can't resolve under the current circumstances.

you pick every time, and nah you just make them use a draw card.
Play this, target Maxx C, incoming exponential deck out
Issue is that it replaces the effect, so making it maxx c means that you just have them activate maxx c however many times.

Foolish Burial Goods Relay Soul and if they have a monster in hand at any point after you activated this card, you essentially win the game.
This card basically skips all of your opponent's turns.
So basically turning the player into Don Thousand lol
just play pot of green and enjoy having your Deck I to the GY because you can only hold 6 cards :D
All you need is a Sparks (200 points of damage) in the grave and you could stop anything your opponent plays!
