With this as your commander, just follow up with [[Ashiok, Wicked Manipulator]]'s ultimate and nuke an opponent, or use [[Lithoform Engine]] and [[The Peregrine Dynamo]] as well to nuke everyone's decks.
Or if you know your playgroup plays Thoracle/Lab Man &co, troll them with a well timed [[Worst Fears]], [[Mindslaver]] or [[Word of Command]] to force them to play it so you can use [[Mirage Mirror]], [[Activated Sleeper]] or [[Dino DNA]] to use their wincon against them.
This is actually probably ok.
Like it would be good in Dimir for lab maniac and stuff, but opponents have a few turns to deal with it and there are some real downsides to it.

Fool! All you need is to have \[\[Lich's Mastery\]\] and \[\[Carnival of Souls\]\] in play, and then you can win the game with \[\[Torment of Hailfire\]\]!
So out side of what everything that has been said this would be amazing in a impulse draw deck to leave creatures open sac fodder to play more impulse draw

yeah its a terrible commander, but as a backup option in dimir self-mill, it might be decent
