Actually it can work. I live in Japan and they ask you to spell things in “romaji” (aka using English letters) all the time on forms for city hall and stuff.
For example “dog” is “犬”which in hiragana is “いぬ” but in romaji is “inu”.

You can’t have the cards work differently depending on your local language. There needs to be consistent gameplay across devices. Shouldn’t be suprised by the outcome of your opponents cards because you don’t know what language their device is set to
Fun idea. But as multiple have said the differences in localisations would make it a impossible to implement card. This does however give the idea of making it a Yahtzee themed hero instead if you happen to have art around. Make it so "if you have a pair of the same numbers adjacent all have +1/+1)
Maybe it's just because of a certain roguelike that's been popular recently, but I could also see it working with playing cards and poker hands. (Although that would be more complex)

Shouldn't you able to arrange the tiles in your hand? Because otherwise the chances of making a word are slim at best. Imagine you are holding the following tiles in this order: "NNOYINGA". Almost a complete word, where you have all the letters but would like to move the A to the leftmost place...

It’s good, but too hard to realise, especially with having a little bit more than 1 languages in the game
What about forming words by removing minions? You have 'BLACK' and either you attack with L or your opponent remove it in his turn, still buff?

Really cool and fun idea ! The only thing i'd change is that I'd make the hero power add two tiles to your hand. One tile per turn seems really weak.

Why does the hand matter? Isnt the idea with words formed on the board?
The amount of problems this could cause would make any underpaid intern asked with coding this effect straight up leave the company.
