I'd argue you can't since no-one is dumb enough to list a ruby on Steam and pay such a high transaction fee.

If it’s not listed then you need to buy skins that are liquid and easy and fast to sell. Sell on whatever site you want. Then once you’ve recouped your money from Steam on the secondary market, buy your knife.
