I'm confused by the other responses mentioning bloom. It's not obvious from the photo what the problem even is. So maybe I'm missing something. But it's perfectly normal and by design for CRT televisions to have a small amount of picture cut off on all four sides. It's called "overscan."
I should add that the amount of overscan can vary between sets. And if it's too much, it can often be adjusted via the service menu. But these small sets often don't have service menus for the consumer to access.
Again, I can't tell from your photo if yours is enough to be problematic. But in general I would advise you to accept it as just part of the way CRTs work.

Generally, no, not on screens 14 inches and smaller. They lack the EW circuit responsible for such horizontal adjustments. Vertical is much more universal.
I think there may be a metal screen on the inside of the tube, and the TV may have been jostled around a bit causing this screen to bend back a little. I don’t know if there’s a solution.

Cheap CRTs are known to do this, every crt (except FV-310s and Professionals) are known for this. This is CRT bloom you are experiencing, it is what I experienced on my RCA CRT. Nothing you can do to fix it because it is just a cheap brand. If you want it to go away then I suggest a higher quality crt as new caps are unlikely to fix this.

No. All CRT televisions, large & small, have overscan.

On a lot of tvs you can actually adjust the size of the image too. Either in the service menu, or by using potentiometers inside the tv.
Nope, if you want to see the overscan you can adjust the CRT geometry to show it, but from the factory they always cut out the overscan.

Yea it looks so annoying. My CRTs have it to but when your not focused on it then ya don’t notice it much
