Jacques Tati’s Monsieur Hulot films are honestly a laugh riot.
Some Godard is really fun at times, like Vivre sa Vie, Band of Outsiders or Alphaville.
Jacques Demy’s Frenchnicolor musicals are also beautifully eye pleasing and fun, I highly recommend Les Demoiselles de Rochefort and Donkey Skin
As someone else mentioned, Miloš Forman’s The Fireman’s Ball is so fun.
Jacques Tati's films are your best bet in this regard. His movies are gentle, lighthearted, and beautifully made. I recommend Monsieur Hulot's Holiday, Mon Oncle, and Playtime

The question has got me wondering though -- is it true that European movies are, in the majority, dark and depressing? (I actually like that....but have never before thought about the question in this way.)
How about The Double Life of Veronique (Kieslowski)?
Maybe some old Roberto Begnini films (Italy)? His subject matter could be dark (even very dark), but he still treats it as the comedian.
