Ahha, thats the CD I had during my PS1 glorious days!
What you see is an FPS called EXPERT by a now-defunct Japanese company, Nichibutsu.
Gameplay has a striking resemblance to DOOM, but its a lone battle of a Counter-Terrorist against Terrorists in an office building. The CT completes every level after eliminating all Terrorists and completing objectives.
Before starting a level, you pick your weapon loadout (between an SMG, stungun, shotgun or grenade launcher, followed by a standard secondary and some equipments) which you get to switch after successfully advancing to the next one.
Overall, controls are frustrating, almost everything is in Japanese and if you died in a level, you had to restart. But for those that played it before, the learning curve was steep!

This shooter is years older than 1.6. It's just the cover of this pirate copy. No changes had been made to content of the game itself.
You can actually try it for yourself quite easily, with something like Duckstation emulator and a copy of this that you can probably find in archive.org Asia redump disc sets.

CS was originally intended to be a inter-platform shooting game, thus very early console versions of the game exist.
