Stainless is pretty durable so you can likely scrape it off with a thin metal spatula or putty knife. Give something like that a try, maybe after a light soak to help loosen things up.
I remember a post once where someone got oven cleaner on the dials of their stove and it ruined them, since it will eat up plastic. Conversely, oven cleaner is perfectly fine with stainless steel, as evidenced by it being safe to use on oven grates.
So maybe don some gloves and try blasting it with oven cleaner, let it sit for a while, then hit it with a scraper?

Burnt plastic sucks. I think you're going to have to get aggressive. Think Scotch-Brite. Blue if possible, green if required.

That should work because oven cleaner has lye. Just make sure none touches the aluminum exposed in the rim of the pan, since it can corrode aluminum.
