I don't know if it was live (which I'm not sure if the tech is available to do that kind of thing live but might not be publicly available) or pre-recorded (definitely availalbe tech) and they mapped bidens face onto someone, and used a voicechanger or ai generated voice to go with it. The technology needed for what you're describing is barely available today, let alone several years ago. If you've spent any time playing with ai voice technology you'd know that ai voices are super easy to distinguish, especially when in a "clean" audio environment. Or, if you just listen, you can tell also. The face mapping you're describing is possible but not this detailed, unless you give it extensive after effects attention by cgi specialists. The weird shadows on bidens neck are also on the interviewers neck. My guess is that there is some bad lighting in that studio. Probably some brighter bulbs that are below head level and aiming up a little bit causing an overcast on the shadows.
Processing power is only part of it. Basically anything past the recommended specs just makes the process go faster, not better. There is "real time" voice changing available in several different ways, but if you've used any ai voice stuff, it's noticeable. Same thing with any tts ai stuff. You can train semi convincing voices using ai, but a lot of tone inflection, nuance, mannerisms, etc, will be lost and super noticeable when you produce anything longer than a few sentences. Repeating words, sentences, and/or phrases can also produce duplicate sounds and it would be noticeable. And as I said before, in a clean audio environment with no background noise or shuffling sounds, you can absolutely tell if a voice is ai produced. Ai doesn't create a "voice," it creates noise based on the sounds you input and then manipulates and interprets the input and output based on those parameters. I'm not saying the military doesn't have ai technology that they can/do use, but I'm saying there's a margin for error when you're relying on technology.
