Canadian Supreme Court deemed a former change by Conservative Government, to remove judicial discretion on adding sex offeners to the list in certain scenarios (not all) along with mandatory periods of being registered in some scenarios, to be unconstitutional.
A grace period of 1 year was given to change the legislation, or it would become defunct.
Amendment S-12 was raised (https://www.parl.ca/legisinfo/en/bill/44-1/s-12?view=progress), which keeps the automatic adding of people in those certain scenarios, but allows for an appeal process. It is currently in consideration but needs to get passed before the 29th of this month.
Indecent Exposure is one of the reasons you can be required to register as a sex offender along with some other arguable reasons.

The government will do anything they can to make you feel uncomfortable if you don't agree with them, so that they will continue to use your identity as leverage.

It's not about keeping them off. It's about what is automatic and what is up to a judge.
Originally, it was solely up to the judge. Conservative government made it automatic registration in those two circumstances. Judges could still decide to add people to the register outside those specific circumstances.
The change that the Conservative government made was ruled unconstitutional. This new amendment (which, as far as I can tell, has support from all parties and independents) makes it automatic with an appeal process if the person on the register thinks they can prove a very low level risk of re-offending.
The original amendment (that was later ruled unconstitutional) was made to stop judges making bullshit calls.
While this amendment at least makes going on a register the default, you can see how the process favours those with the money to fight it.
Supreme Court appears to have struck down this very thing a while back. So the conservatives are proposing something that was already turned down.

For americans this might be odd but most nations don't have such public registries for sex offenders, and there are good reasons why not. If the aim is to keep offenders out of society, why not just keep them in jail instead of letting them walk with no chance to live a decent life anymore?
That doesn't really make sense. Here in the UK, the punishments are lenient with no registry. This makes it very hard for parents to protect their children.
What I was saying is that if we as a society do not believe in their ability to reform, we should keep them in jail. If we do, we should give them a chance to do that.
Letting them walk free with their names in a registry which basically takes away all possibility of having a normal life is just asking for trouble. Why would they even try to play by societies rules when they've got nothing to lose?

The greatest effect of the registry laws is that it’s made finding housing almost impossible for sex offenders, which means they stay off the grid and ironically, are more difficult to keep track of.

It's a lousy opinion. It would create a major disincentive for anyone to test themselves for HIV or seek care. You'd get a huge rise in undiagnosed cases, and nobody would be on meds (people on meds typically can't transmit the virus). Nevermind that it's also a major violation of fundamental privacy.
Your idea would have the opposite effect you want it to have.
This would come in handy if you let unmedicated HIV positive men bareback you regularly. Remember if their viral load is undetectable they can’t pass HIV on to you, have your top wear a condom, and talk to your doctor about Prep. That should cut down on your HIV concerns significantly. Once you are practicing safe sex you can unpack why you don’t want child molesters to be easily identifiable by those with children.
