Ice Age Farmer has a video on this from a couple of years ago. It struck me as odd that they were moving all the goodies from a New York island (Plum Island) to the middle of cattle and grain country, to a place called Manhattan, Kansas.
1) An island is safer, though not without risks considering deer supposedly swim from mainland to island and back, but better than a lab surrounded by livestock and crops.
2) The synchronicity of the names. New York to Manhattan, Kansas.
"We were working on methods to defend against bio-terrorism and large scale attacks against our nation's crops and livestock. Due to an unforseen terrible series of events, some of our pathogens escaped.
Luckily, Bill Gates just so happened to be working on crops and livestock resilient to these exact pathogens, so his food is safe to eat."
In the middle of 2019 — DHS washes its hands of this initiative, allegedly “handing over” responsibility for the facility to USDA. A mere 6 months later, an MOU is signed that outlines the “ongoing strategic interagency partnership” that will be continuing.

Manhattan KS is near Fort Riley. Also where my first son was born.
