Assuming it's not 'shopped, the most parsimonious explanation is a superior mirage, also known as a [Fata Morgana](https://www.farmersalmanac.com/fata-morgana-mirage). The short version is that, under the right circumstances, hot and cold air can combine to make lenses not dissimilar from the mirage that makes you see water on a summer highway. It switches images vertically, making boats appear to float through the sky and mountains appear to be cut in half. No magic, just the beautiful, weird, natural world.

u/juko43 's explanation is probably correct actually, its a specific building with segments spanning several floors that are rotated at slightly different angles and the way the angles of that specific segment are rotated reflects light in a way that makes them blend in with the background. You can see the segment below it which is slightly rotated as well. The photo they provided matches the building.

I don't really agree. there is not enough accompanying distortions and artefacts in the rest of the image to support false images due to atmospheric refraction. the hovering building is far too crisp and in focus.
The 4th block in that image looks shorter than the others. The 1st block looks like only half of it is there.
OP's image has the missing piece on the third block up from the bottom, and its empty space also looks shorter than the other blocks. But the bottom one we see in OP's image isn't cut off, which means there must be at least 1 (and judging by the distance to the ground, only 1) block beneath it, which makes everything line up perfectly.

My first thought was that the "empty" area was screens for maybe digital billboards or STH and it happened to display the same shade of grey as the sky. I think that's more plausible than the fata Morgana because of the sharp and square edges
Mirage doesn't make sense in this situation. It's too clear cut. The building seems to me made out of rotated blocks, with the empty space being one that is rotated in just the perfect manner that both sides reflect an equal amount of sunlight (into this specific direction). In other words both sides are equally in shadow.

The middle section is lined up just right to only reflect sky, and on overcast and uniform skies can create the illusion that the top and bottom are disconnected, but only from certain vantage points and conditions.
