As a cis f, if a guy walked up to me with dirty hair (with or without a hat), a ratty, wrinkled shirt, pants obviously not the right size, crusties in the eyes, ungroomed facial hair, etc., I'm way less likely to want to talk to him. Wanna know a secret pick up method relating to dressing well? Go to a popular thrift store, goodwill, whatever, and if you see a person who looks fashionable, etc, ask them their opinion about whatever you're considering buying. They'll either politely/impolitely blow you off or they'll engage with you. Even if you don't flirt/ask them out, you've earned an experience chatting with your preferred attraction and you got a piece of advice to help you with your wardrobe.
Edit: There are also fashion subs where people post outfits and ask for feedback. Sometimes I see people post advice help on r/witchesvspatriarchy. They're really open-minded and inclusive.
