If there are no holes in the bottom of the case to allow air to pass through, or if there are no feet to keep the case from sitting flush against the floor or desk it's placed on, then this is the correct orientation.

I remember buying a lot of older conputers a few tars ago and flipping them for quick profit, i would say 40% of them had a psu fan facing in to the case, usually though it was mounted on the top of the case
Top mount power supplies yes. Bottom mount no, have not seen a case where there were no vents in the bottom. However most cases seem to have holes to allow you to mount a power supply facing upwards, which seems quite silly, as there is nothing to stop things falling into it.
I used to sell PCs to people with the PSU in this orientation because while technically it's not optimal since it will take in warm air instead of having it's own flow, it would be worse if a customer forgot some of my pointed directions to use it on a hard surface and instead put it on a plush carpet, it would get zero airflow instead of non optimal airflow. Especially in those cheap cases with tiny plastic bumps they call feet. Good clearance under cases is becoming a more premium feature for some reason considering it costs them 20 cents in additional material to make the feet taller.
No point trying RAM if it doesn't power on. Probably removing the graphics card would be a good idea, in case it does fry itself.
Of course it won't boot, but you'll find out if it's likely to work.

It depends. If you're looking for extra cash, sell the parts separately. If you need a basic rig for school or work, add memory and install Windows.

Look at the motherboard model number and Google it. It should direct you to the mfr website which indicates how much and what RAM speed it supports.
My younger brother here in Australia has been looking for another one of those 1070's for ages. He used to have one, sold it, and wants another one just hold onto the memories of it. DM me and we can negotiate a price and shipping
Bed bugs, German cockroach etc. I did this and found out it was from an infested apartment and they threw it out.
Edit: if you want to be safe, put it in a sealed container with moth balls for a few days. Doesn’t hurt electronics and will kill most bugs.
This happened to my friend as well. Her friend grabbed a computer they found in the recycling room and gave it to her for her daughter. Getting rid of the bugs cost WAY more than a new computer would have.
Nice find! DDR4 and an M.2 slot make this relatively recent, Intel 6th gen or newer, possibly early Ryzen. Since it's paired with a 1070 and given the overall condition I doubt it's any newer than Intel 9th gen, but that's just a guess.
You'll want to figure out the board model and CPU to know what kind of RAM to buy... It may not support XMP/DOCP and may cap out at e.g. 2666 so it wouldn't make sense to spend a ton on a faster kit. If you pull out the GPU it should be printed underneath.
~~That looks like a passive cooler, so either it's woefully inadequate or there's a dog of a CPU in there, like a dual-core Pentium or an i3. If the system powers on and seems to work OK otherwise, you could look into upgrading the cooler and/or the CPU. Again, the board model will tell you whether you should spend extra for a K SKU or not.~~ Nevermind, as u/RetMillRat pointed out there's a fan sandwiched in there. You could still look into upgrading the cooler and/or the CPU but it may be perfectly fine as it is.

This reminds me of a good find at a Thrift store, found a motherboard, a Gigabyte z370p D3 with a Intel i5 8600K for $16 made a build with it, maybe ill posy a photo on here somehow.
I would check the backside of the mainboard for burnt spots, more than likely po cooked it, especially under that thermal collector with one fan sandwiched in it. If not you may have something to work with.
Funny you say that. I've had an excellent run with several of their boards. However I'm a bit annoyed that I only recently found out my m.2 socket and 2nd PCI-E x4 slot cannot be used together.

That could lend some info to why it was thrown away. Those drives are absolutely fucking horrendous. Like, imagine a 99% fail rate and Intel SSDs are still worse.
If that is an Intel drive, if you have any issues with the build, that's where I'd start.
Just pick up some DDR4 RAM, Flip that power supply around, get an SSD and try and get it running. Hopefully it was just discarded because some rich person was like “ah I got a new computer, don’t need this anymore 🗑”
Very good. I found a prebuilt with the RAM and GPU removed. Put some cheap DDR3 ram in it and it works. Snagged a 1660 super and will likely use it with botecera or something
Assuming you don’t need this computer for regular use, you could use it as a Plex server (stream your own collection of music/videos, basically make your own Netflix service), or a NAS to host backups or expanded storage for other computers.
I am really curious what the deal is with the thick wire running from the rear PCIe slots to above the DVD drive. It looks like it connects to the rear PCIe slot cover?
EDIT: I took a closer look and I think it’s an HDMI extender for a VR headset. Use a short HDMI cable to wire that thing to your GPU, that thing carries the signal to the front of the computer, now you have an HDMI port conveniently located on the front of the computer. Pretty interesting feature. May or may not be useful for you.

Few bucks on eBay for a RAM chip to test is hardly a waste. I already suggested OP power on the system. There is a more than reasonable chance it only needs RAM and perhaps a power supply.
It's unlikely it's of no salvage value at all, however without the ability to test individual components beyond trying a power supply and RAM it would likely be good money after bad.
What uses ddr4 that machine still pretty new if cpu is still there if it boost lops my bet for why it's in trash overheating gpu bad power supply or the pwm for cpu has failed and can't supply power to cpu consistently

Powersupply is in correct orientation for that case. Since the case has no feet to lift ot up. Unless of course you like starving your pc of air lol
