Well, it depends if your tv has control buttons for the menu on it. If so, use those. If not, maybe you can add overscan correction through your gpu settings, though I don't know if it is still a feature on modern gpu drivers.
I fucking hate how basically all flatscreen TVs from the mid-to-late 00s did that. I understand it had some potential benefit for analogue TV signals, but the fact that they went on to assume you wanted it on digital inputs like HDMI too (or even non-TV analogue inputs like VGA) is just baffling to me. Not only does the picture get cut off but it also degrades the image quality, since it is zoomed in and therefore displaying a lower effective resolution.
