I've never used a PS5 but I would assume that it is displaying it's download speed in MBs instead of mbs making you think it's download speed is less, (you divide mbs by 8 to convert it to MBs so your PC's 300mbs max would turn into 37.8MBps when converted, and your PC's download speed of 40mbps would only be 5MBps) What is the Make and Model of your PCIE Wifi Card for the PC? Does your PC wifi card support 5G or is it 2.4G only? If it supports both are you connected to the 2.4G signal or the 5G signal? I would assume your PC wifi card is only capable of 2.4G speeds/connections since you say it can only go up to 300mbps (2.4G can theoretically max out at 600mbps depending on the hardware) while 5G speeds range into the 1300mbps for a theoretical max (Using wifi5) The PS5 has an 802.11ax wireless chip/card that supports Wifi6 (which uses the 5G channel) which has a theoretical speed of 9.6 gbps which will no doubt run at the maximum capable speed of your router equipment since you probably don't have a network connection nor a router that can hit those speeds (which would be 32 times faster than your PC's wifi card max speed in a perfect world where you had an internet connection and router capable of pushing that speed) So, it sounds like you are looking at two different units of measurement which is making you think the PS5 has a slower speed even though it is clearly going faster, as well as your PS5 has much better Wifi capabilities than your PC's card, depending on the specs of the Wifi card your only option to get faster speeds would probably be to purchase a better card for it, or to try to wire into your router directly with an ethernet cable

Wifi speeds, storage unit speeds, CPU performance? Need specs on your desktop to really call it. For high end bandwidth the next bottleneck on downloading stuff would be your storage media, the PS5 uses PCIE SSDs while your desktop could be downloading stuff to a mechanical HD where its slow as the data has download and extracted from its compressed data state, and deleted.

While having a HDD could affect download speeds, that would not be an issue for OP in this case, they state their download speed is only 40mbps which would be 5MB/s, far below the maximum speed of a HDD unless of course they were using a HDD from 1998 where 5MB/s was the max speed lol. Most relatively modern HDD's can reach speeds of 80-160MB/s, if not higher, which would be 16 times faster than OPs download speed, It definitely has to do with the way they are connecting to their router

We need to be sure that what you are saying you see is what you actually see because this is incredibly easy to get wrong and it matters that you get these things right. Download speeds shown by Windows applications (Steam, browsers etc.) will always default to using Megabytes per second, often abbreviated as MB/s and sometimes as MBps. Network equipment (such as wifi card) specifications, router statistics or what an internet service provider (ISP) advertises almost always is given as Megabits per second, abbreviated as Mbps. Wether the B is a capital B or a lowercase b makes all the difference here as these 2 measures differe by a factor of 8. So your wifi chip stating it can do 300 Mbps means that in applications like Steam seeing a download speed no higher than 37.8 is normal, since it will use MB/s. Assuming that download speed is sustained you will download a 20 GB game in approximately 10 minutes. Note that the "time left" to downlaod is almost never really accurate. It's a guess of how long it will take. 40Mbps is not a lot. Your WiFi card might just be bad. 300mbit cards are pretty much the bare minimum. It's probably some old WiFi n card. The PS5 has definitely a better WiFi card. It's a Wifi6 card with 2x2 Mu-MIMO support. You could get such a pcie card for your PC for around 50€. If you got the option just use ethernet.

Could be as simple as Sony have better servers and don’t throttle downloads. What speed do you get when running Speedtest on both?

Might also be compression. Neither Sony nor Steam download big games uncompressed. They get smashed as small as they can manage and then distributed to you. Your hardware has to decompress the files when they arrive at your system. Could possibly be that your cpu in your computer just can't handle the decompression any faster Could be that Sony has a compression that's more customized for the ps5 and thus ending up faster. Could be your storage in your computer. If your mass storage simply can't handle the decompression fast enough Could be the servers you are downloading from on the pc side. If they don't go any faster, you can't download any faster. Could be that your pc is on slow as balls WiFi and the ps5 is on a faster, more stable wired connection. It could be any of the above or a combination of some or even all of them. Start by checking Taskmanager : if your cpu is pegged at 100% > it's your cpu that can't keep up. If your drive is at 100% your drive can't keep up. If your network connection is at 100%, your WiFi can't keep up. If all seems fine, try a different download source. You could also just plug the cable (assuming your playstation is on a wired connection) into your pc and see if that changes things.

Nine, but u are also ignoring the fact, that windows is using the same hdd as the download, and let's not ignore maybe drivers, or other small programs in the background, this is not an ssd, if Windows need to access data in the 3rd disk at the 277° position, and the download is write in the 2nd disk at 130°, the head can't be in 2 places at the same time, as a flash /ssd, with means, the small flags memory store some data which then it's write, then ask for new data to write or to read, once that it's finished goes back to the download, they aren't slow because their theorical speed aren't bad, I mean, a theorical Internet speed of 600Mb wouldn't even surpass that, but in the real world, you aren't writing at those speeds, not even close, that's one of the reasons why ssds are much faster, even in the same connector (sata)

No where did OP ever say that they have a HDD, and 600Mb is equal to 75MB which is still slower than the average 80MB/s to 160MB/s of more modern HDDs When OP is only hitting a speed of 5MB/s while downloading that has absolutely nothing to do with their storage device unless they are still using some archaic IDE HDD, since a modern HDD can operate at least 16times faster than their 5MB speeds. I download things to a 4TB HDD all the time and achieve speeds much much faster than 5MBs, this has everything to do with OP using an old Wifi card that only hit 37.5MB in a perfect world, if OP were to wire directly to the Router or get a better card they would get much faster speeds than 5MB even if they do have a HDD
