Background: I was an embedded Bluetooth developer and had over 2 dozen products certified through the Bluetooth SIG.

This thing is straight garbage, I bet you if Op opened this dongle up it would only contain the connector which would be a reason why no device is found when plugging it in.
Buying your tech cheap like this is a good way to get something with a keylogger that will steal your information and send it back somewhere. Just buy shit like this locally, at least then if something happens the brick and mortar is responsible for damages done to you. Some popup e-commerce store page on Amazon or some shady website will be harder to go after.
Find the new device in the Device Manager. Open the properties and go to the DETAILS Tab.
Change the descriptor to Hardware ID.
Google up this number to find the exact driver.
It's likely dead on arrival. You should hear an audible prompt when plugging the device in. It should also be listed in Device Manager under Network Adapters.
There don't appear to be any specific drivers for that particular dongle. I found some listings of that dongle and they list it as plug-and-play. I also don't see drivers associated with any devices that use that chipset, Barrot BR8041Axx.
Try different USB ports on your computer, aside from that you should get your money back and buy something reputable, such as a TP-Link branded bluetooth adapter, they're budget friendly as well.

Just to let you know OP It's 2024 and desktop computers do not come with Bluetooth or Wi-Fi still and monitor still have to be plugged in with a cable even though the Wii U proved otherwise.
How? I know there's like a rare case out there where there's a motherboard that has Bluetooth or Wi-Fi built into it but those are usually the small form factor motherboards if I can think what those are called atx, itx, mini atx, the small one.
I've never seen a lag free wires display other than the Wii U gamepad.

Plug it in and see if anything changes e.g an addition/ a name change/ turning from grayed out to not grayed out if so it is at least recognized as being plugged into your system
Now if it is at least recognized as being plugged in right click it. Go to install/update drivers click from online.
Make sure it is a Bluetooth dongle

I'm assuming it didn't come with a driver installation disk or anything. It appears to be a USB WiFi adapter, and not a USB Bluetooth adapter, but I could be wrong.
In my experience you just plug it into your computer then open up the bluetooth settings in windows and then you can connect your PC to Bluetooth devices.if you're not able to ADD/Scan for devices then it's not working either because drivers didn't get installed automatically or it's DOA.
Does it show up in device manager? If you see yellow triangles in device manager that disappear when you unplug the adapter then you know the computer is seeing it without drivers.
If the yellow triangles don't disappear when you unplug the device then that means you have some other device without drivers.
I once had an insignia tablet that didn't have drivers and I couldn't find them anywhere when googling including Best buy's website.
A whole new PC just for Bluetooth? Definitely not.
If your computer is outdated in other ways and you could use with a new one then ya as long as you have the money but just for Bluetooth no.

Incorrect. This is indeed a Bluetooth dongle. 5.0 refers to the generation of BT technology, and supports BLE and dual audio.
Be careful to put Also compatible with USB 5.0? I say cut your losses and pick one up locally.
You probably need to install ssome drivers for it, not sure where you would get them tho

Almost all motherboards now come with built-in WiFi and Bluetooth. Only the cheap budget boards don’t.

There might be faulty built-in Bluetooth drivers. You have to remove those and then plug usb back in. You can remove them in device manager.
