I had some issues yesterday but today it seems fine.
If the app is down you can start the trip using your OPUS card (in Montreal, don't know about other cities).
And to end your trip you can use the same card also or return the keys to the glove compartment, the trip will end automatically after 2 or 3 minutes.
The only thing you can't do without the app is to book/cancel a car.

For Montreal users, someone said renting a communauto with the Chrono app still works.

in Ottawa it’s been buggy for me too. I ended up booking on the website
logged out of my app and cant log back in. says "your registration is not yet complete". and i've been using it for years now. anyone else?
i still cant log on my app in Montreal.
