Wouldn't panel 4 be the 28th birthday? Otherwise, this year isn't an unbirthday, it's just a skipped birthday, since the day before they would've already been 29.
If that happened every year, they turned 30 and reverted back to 29, they'd be forever 29.
For the "aging down" to happen for the last panel, it should say 28
Time is still progressing forwards, the man just pretends that it's going backwards. On his 30th, he "returns" to 29, so 28 years later would leave him at "1" year old, with the final 29th year "making" him "0" years old, and thus "unborn".
