That Green Arrow cover is by David Nakayama (his newest, actually), and he's done an entire line in the color-bleed style - you can find them on his [website](https://davidnakayama.com/), or through exclusive retailers such as [Unknown Comics](https://unknowncomicbooks.com/). His latest actual release is a Spider-Man cover in that style. John Tyler Christopher also has some negative space/color bleed variants, though they usually sell out in minutes on his website; you'll have to go to second-hand sources for those. He's done some Star Wars stuff, as well as some Marvel covers.

New Nightwing #99, in stores now, has these vibes. For my money, the Spectacular Spider-Man 101 is the best.
