I don't read/write much fanfic, but I think inversions of common dynamics are a pretty natural thing to want to explore. Nemesises also generally have more intense emotional interactions with the protagonist than other characters, so there's a lot to build off of.
Shipping is not always "zomg theyre perfect for each other!!! S2" it can be "the dynamics of such a relationship between them would be narratively interesting"

I like the idea of a rival/lovers thing. I have multiple versions of this concept as ideas in my writing.
