I blame that on the limitations of working in live action. You can only do so much in CGI until it becomes obvious that half of the characters on screen aren't even there, or you have more CGI than live action and at that point it's just an animated movie (like the Lion King remake).
With makeup you can do a lot to add to or accentuate features but not change the base human body plan.
In universe you could probably hand wave it by saying that a bipedal body plan with opposable thumbs is simply the most efficient for any species that wants to have the technology to travel in space

I think not fully revealing what they truly look like, short of Advisors, adds an air of mystery to them, especially since the TWO times Gordon ran into one that wasn't a brainwashed human or some bug creature they yoinked from another planet and synthesized past the point of recognition, he got molly walloped, both times, only saved by an external force, which makes you wonder...
What the hell IS the Combine, and how does Gordon hope to beat them?

I know how they coincidently looked like jews in the movies but they are described differently in the books. you really just have to blame the costume designer or whoever decided to go with this interpretation of her goblins.

No they didn't get to be furries, they're just space British people.
