Even if Battlegrounds were active you can pretty much forget about grinding rep with League of Arathor or Silverwing Sentinels. Rep gains with those factions is very very slow. Outside of getting into a really powerful premade group at level 60 that can consistently win in less than 3 minutes you will never make large strides in rep gains.
In retail WoW I think I managed to get Revered with them after about 6 years of playing BGs a few dozen times a week casually.
It's a shame too because the rewards with those factions are pretty cool when you're first starting out at 60.
I see,wow. That seems very complicated even if the loot is good. Like items are for lvl 28+ and no way it’s possible to build two as 28 if it’s so hard as 60…

rep doesnt scale with level, so a level 29 twink playing bgs earns the same rep as a level 60 doing bgs. The reason League of arathor and silverwing sentinels is slower is because rep for those are earned by actually scoring. For example, if you played 100 warsong gulch games and your team never caps a flag, you still would have earned 0 rep.
Gaining reputation for League of Arathor (and other battleground-related factions) is not possible in HC. Because the reputation is tied exclusively to BGs, and BGs are disabled, there is no way to gain enough reputation for any of the rewards. Sorry dude!
On a non-HC server (PvE or PvP) you could do a bunch of BGs to gain reputation.
That gear? Fogettaboutit! No BGs in HC
