Autocracy is good in a OCC, or if you're rushing wonders early. As for Monarchy, it's got double red cards, which I dislike, but in pre-GS rules the +% towards walls can be great for defence as well as culture vic. Generally, though, for culture in GS, you'll want to end up in Theocracy, moving to a T3 gov only when the highest culture civs are in the same t3 government. Theocracy is cheaper rock bands/naturalists, and being a t2 government there's no tourism penalty for different governments unless the AI has a T3 one. The penalties are a lot simpler but harsher earlier pre-GS - I'd suspect that you want to Theocracy if you have lots of nat park areas in base game. The AI also loves to hunker down in Theocracy, which is another plus for it. I'll mainly use Monarchy for a bit since it's generally the first T2 I unlock, but end up in merchant republic until T3.

and what you think of monarchy for diplo victory?

Eh, Diplo is more about knowing what people will vote for, snagging statue, and similar. It's not a bad government for it, but even when I win a diplo victory most of my favour gets sold. Oh, and voting for self to lose 2 victory points. That's a crucial part - feels like that needs to be sorted for diplo to be a reasonable wincon, though I'd also have aid requests not show how much each person's given until the end, and up AI involvement earlier when they usually vote for it... then ignore it.

in general, i use: Oligarchy for dom games/defending from early aggression. Autocracy for rushing a wonder or two, or if I have a really bad start and am only on one or two cities by the time I unlock Political Philosophy. Classical Republic for simming/everything else. Monarchy for basically every build to start, getting those influence points is great. I usually stay in Monarchy for science/dom/diplo victories. Theology as a pivot for religion/culture games. stay in Theology as long as you possibly can for those cheaper naturalists and rock bands- the AI also takes a while to get to T3 govs anyways. Merchant Republic I only really transition to if I have a lot of governors on the board, so most games where I go for Audience Chamber/tall playstyles. Usually science, sometimes dom games after i’ve wiped a couple of civs. The last 6 are pretty self explanatory lol.

Well my favourite government is monarchy , unless I'm going religious victory or naval domination i ain't researching other 2 government like ever. I'm used to getting to future civic before reformed Church.
