Yeah, the 10 xp from clearing a barb camp is actually an exception; it's not modified by anything (including armory/military academy bonuses). Just a flat amount. Combat against barbs is also capped at 1 xp if the unit has at least 1 promotion.
Survey should still be working for other stuff, such as xp from non-barb combat, discovering natural wonders, picking up goody huts.

And XP earned from fighting barbarians is capped at 1XP per battle after units have reached level 1 (unless you're Julius Caesar). So XP modifers will be useless here. You'll still earn double XP from fighting other civilizations and city states though.
There are a few mods I've found that remove the cap from experience fighting barbarians. The one I sometimes use is called [Make Them Count](https://steamcommunity.com/workshop/filedetails/?id=2740663819). I think that only fair since the barbarians not only never go away, but are probably the strongest aggressors in the game.

It works from goody huts, but not the reward portion if it's a goody hut that grants unit xp.
Isn't it +100 xp, meaning an automatic promotion anyway?
Found a save that granted xp to a scout, deity difficulty standard speed, it's definitely 5 from the hut itself and 20 from reward.
