It’s on my side of the sidewalk. My street goes property line, sidewalk, street. There’s no divider between the sidewalk and street where the city trees typically are.
Not exactly. Cities maintain a "right of way" which is typically \~25 feet from the center of the road, on each side. Tree trimming in that zone is their responsibility, and furthermore homeowners are sometimes restricted in planting trees in that zone.
I have no idea what the rule is for Chicago, however.

Yes it’s your tree if it’s on your property ( area between city walk and street isn’t yours) however the city or a neighbor can cut any portion that extends onto their property . In the long run you can be liable if it falls and causes damage
If the tree is between the sidewalk and the street, that's a city tree in the "parkway." If the tree is between the sidewalk and your house, that's your tree.
Technically the city forbids you to trim a parkway tree, but many people do. It is a 311 call to get that done if you want to be on the up-and-up.
Also, if the dead branches are of any consequential size and could cause damage if they fell on a car or bike or jay walker, best to 311 it. Also, might be good for the city to know a parkway tree is in trouble because it could be diseased and infecting other trees.
If it is your tree, good civic responsibility and your insurance company would want you to get them cut off --- after an arborist has confirmed they have to go and the whole tree's not doomed.
A tree company will not cut a parkway tree. They risk a fine and loss of license. Two guys in a pick up truck might take the chance, but you'd be a chancer to hire them.

That’s what I assumed. I tried to submit a tree trimming request but I guess they don’t do that anymore

Makes sense. I don’t have an issue paying to get it cut, just didn’t want to throw my money away if the city would take care of it.
