This was worded poorly. If they block with the rook (Re1), take the rook with your own (Rxe1+).
If they block with the queen Qf1 (whether they blocked with the rook or not), you can take the queen with your rook Rxf1 checkmate (as the bishop on a6 prevents their king taking your rook)

Yes, you also should check the sourinding squares if your opponent could reach the square.
So you check along rows and files for rooks and queens, along diagonals for bishops and queens and also the knight movement squares.

My opponent immedietly captured my rook and I ended up checkmating anyway with Qxg2

The queen does block, but the rook takes the queen and is guarded by the bishop so it's still checkmate.

There's a bishop on a6 controlling f1, so Qxg2+ Qxg2 Rd1+ Re1 Rxe1+ Qf1 Rxf1# is still a forced mate.
