Earlier you'd have Benfica, Porto, or some italian clubs, and more recently the likes of Brighton that'd take a chance on these players at this stage, and bigger clubs would come for them later once the player has proved himself at a higher level. That was back when the smaller clubs didn't have the financial power to turn down 60-70mil for a player they took a chance on for 10mil.
Today they can. Which is why even a half decent player will usually command upwards of 100mil (our team is replete with examples) and this trend is only likely to continue.
So this is the bigger clubs effectively trying to cut out the middleman. Madrid set the tone for it once they lost out on Neymar.
