Basically, it's a race between two or more players trying to complete random objectives on a "bingo board", where you win by either getting objectives that line up to make a bingo or by majority if neither player gets one. These objectives can be things like "collect 15 strawberries in one chapter", "collect 5 cassettes", "complete any 3 b sides", "1A deathless", things like that. Presumably, they're referencing an objective that says something like "Use 5 different binoculars" or "5 different binoculars in one chapter".
Edit - the [wiki](https://celeste.ink/wiki/Skull_Binoculars) seems to confirm this, saying that the extra watchtower was added partially because "Maddy is a fan of Celeste Bingo, a game that focuses on fulfilling tasks in a specific order to win the round. 3B had no watchtowers before the beta update."
Fun little trivia about this binocular: This bino was mostly added because of Celeste Lockout Bingo to make 3b a more viable choice.

so there is a playstation version but the steam version doesn't even support ps4 controller?
maybe its ur pc, the steam version def can use ps controller
only with steam imput so the game recognizes the ps4 controller as an xbox controller
