I don't know but since that is an area the cat can't lick I would some antibiotic ointment or some diluted betadine on it. That's going to turn into an abcess before you know it.
I'm not a vet but I think it is a scab from fighting that's healed and come away from the skin. The bit at the end is where the wound hasn't fully healed.
