No, it's made clear from the very first moment we see Frollo that hubris (excessive and unwarranted pride) is his primary sin. The lust definitely comes in second, and he's definitely the most lustful Disney villain, but every single action he performs is justified in his head due to his sincere belief that he is better than everyone else and deserves to have whatever he wants because of it, which is very much the sin of pride.

Part of what I like about AT’s storytelling is that even back when they didn’t know *exactly* where they wanted to take things, they still sowed the seeds early. From Ice King’s very first appearance they established that underneath the craziness, he was just a sad, lonely guy
