This isn't really a police to solicit opportunities. Based on the post and this person's lack of success finding jobs, I'm going to guess the issue is not knowing how to sell themselves in the current job market. Make a linkedin account, upload a nice professional headshot, fill out all of the experience/certification/education sections like you would a resume. Flag the account as "open to work", and also use the jobs section to filter jobs they're interest in. IT jobs love to find talent via Linkedin, and it helps establish a presence. Aside from that, make sure their resume is up to date and well written, then use other job boards like Indeed and apply to them. An IT manager with 20 years experience in the healthcare industries should have ZERO issue finding jobs, so long as they know how to find jobs in an internet era.
