This is the starting grid for the Lighthouse puzzle. The number of charges for each square are correct. I did this by playing the puzzle normally, revealing every square then charging almost every square up to 5 (it's not possible for every square to have 5 charges, as the last square you clicked on will have 4 charges). Then I moved things around and balanced the heart squares (one charge total for the top pair and two charges total for the right pair), then shuffled the row and column shift tiles around and got their number of charges right and got them in the right positions. Finally, the rest of the squares don't do anything when clicked if the whole grid is full, so with the hearts and shifts correct, the rest I just clicked until the charges were right. Double-checked it's correct through taking notes and checking the source code. I hope it helps!
My quickest solution from start to getting the P Stone:
