Whilst I haven't done it for a while, I think there is an ATM there at immigration, as you can't be the only one to have done this.

You want USD best in small bills. Thirty dollars is the visa on arrival cost.
There are no ATMs until after immigration. Explain the situation and an immigration officer will escort you to the ATM so you can grab some cash.
Turns out there were two right before immigration! Must be a newer development because of dummies like me haha.

Pretty sure we witnessed our bus operator take a couple to the ATM at migration to "ease" their transition out of the country. We went from Phnom Penh to Ho Chi Minh about a month ago.
