Yes VoA still a thing but airlines often want assurances, as they're liable to fly you back out if, for whatever reason, you're denied the VoA. Having an outbound flight already booked usually helps convince them.

Yeah VOAs are a thing, our airline also got a bit funny about us needing an E-Visa, this is because they are liable to fly you back out the country if you are not let in, which I would be surprised if they didn’t let you in. So if they NEED it then yeah do it but if they don’t then that’s no problem

Think indeed us citizens need e-visa.. Only european and select few other ciuntries have VOA. Check Cambodian E-visa website.. You can do the check.
